Mueller offers to delay testimony to give lawmakers more time for questions

Congress is delaying testimony by former special counsel Robert Mueller, Democratic congressional sources said Friday.

The hearing set for July 24 has been lengthened to three hours.

Lawmakers familiar with the matter told the news outlet that one reason for the delay was a negotiation about how much time they would have to question Mueller.

A spokesman for the House Judiciary Committee would not confirm the possible delay.

"At this moment we still plan to have our hearing on the 17th and we will let you know if that changes", he said.

Judiciary Committee ranking member Rep. Doug Collins, R-Ga., complained on Wednesday that the panel had been divided into "haves and have-nots".

Republicans and junior Democrats on the Judiciary panel grumbled at the original two-hour format, arguing that it would sideline many of them from one of the most momentous political events of the year.

The agreement to delay the hearings in exchange for extended testimony is not finalized, the sources said, and lawmakers are still negotiating. Republicans spent Thursday and Friday slamming Democrats for cutting a deal that did not allow all committee members to question Mueller.

Democrats, too, had raised concerns about being denied the opportunity to question Mueller, and expressed hope that ongoing talks with him would yield an agreement for all of them to grill him for five minutes each.

Both committees last month issued subpoenas to Mueller amid his resistance to House Democrats who wanted him to testify before cameras about his probe into Russian interference in the 2016 election.

The Mueller report said investigators found insufficient evidence to show a conspiracy between the Trump campaign and Russian Federation to influence the election and reached no conclusion about whether Trump obstructed justice - despite laying out episodes of the president apparently seeking to stymie the investigation.

Mueller spoke to the public briefly in May, saying that he could neither clear nor accuse Trump of obstructing justice, leaving room for Congress to make that call and fueling impeachment demands among some Democrats.

Trump has claimed Mueller's report exonerated the president of collusion and obstruction. Mueller's team wrote that it was bound by Justice Department policy that forbids the indictment of a sitting president from deciding or alleging - even privately - that Trump had committed a crime.
