Gov. Gavin Newsom to Suspend Death Penalty in California - Trump Fumes

"The intentional killing of another person is wrong", Newsom said.

Newsom cited discrimination against minorities and the poor and his Catholic background as the reasons why he "will not oversee the execution of any individual".

How did we get here?

"Governor Newsom, who supported the failed initiative to end the death penalty in 2006, is usurping the express will of California voters and substituting his personal preferences via this hasty and ill-considered moratorium on the death penalty", she said.

The governor's office said Newsom's order will also immediately close the state's execution chamber at San Quentin Prison, but does not otherwise change any existing convictions or sentences - and will not lead to any death row inmates being released.

However, in 2012 and again in 2016, Californian voters rejected ballot measures aimed at abolishing the death penalty.

Newsom may feel strongly on this issue, but his decision certainly will appear to as a slap in the face to the victims and their families.

The move isn't particularly surprising considering the Democrat's record as an elected official - he was an early proponent of same-sex marriage as mayor of San Francisco - and considering California's politics.

Why did he do this?

Newsom's order is in effect as long as he is governor.

"He's following in the footsteps of other governors who abused this power because they were frustrated by a law that they just personally disagreed with", Kent Scheidegger, legal director of the pro-death penalty Criminal Justice Legal Foundation, told the Los Angeles Times. Since 2014, there have been 134 executions in the United States, according to the Death Penalty Information Center. Back then, the people voted on Proposition 62, which would have reduced the sentences for those convicts from the death penalty to life in prison without parole.

Newsom's office said 25 condemned inmates have exhausted all of their appeals and could soon have faced execution if the courts approved the state's new lethal injection method.

California last executed someone in 2006, when Arnold Schwarzenegger was governor.

Executions have increasingly been the domain of red states, thanks largely to Texas's dominance in capital punishment.

"Our death penalty system has been - by any measure - a failure", Newsom will say.

That was the claim Trump made in his hours-long speech to the Conservative Political Action Conference, an annual gathering of conservative movers and shakers.

According to the state's Department of Corrections and Rehabilitation death row list (pdf), 737 inmates were slated to be executed prior to the executive order.

Newsom plans to say that the death penalty is racist and classist.

"The death penalty is immoral, discriminatory, ineffective, and proven to be unequally applied", she added.
