North Carolina Vote Scandal Turns Tables on GOP Claims of Fraud

The Democratic candidate trailing in a North Carolina congressional race marked by an absentee fraud investigation has withdrawn his concession to the Republican. But the state elections board has refused to certify the results as it investigates potential misconduct with absentee ballots, making it the last undecided House contest in the country.

Investigators are examining whether Leslie McCrae Dowless, a longtime Bladen County operative who worked for a consultant to the Harris campaign, and a group of people loosely connected to him gathered unsealed absentee ballots, marked those ballots for their candidate, sealed them and signed as witnesses.

Based on an initial tally, Harris edged out Democrat Dan McCready by 905 votes.

On Thursday, McCready told television station WSOC that he was withdrawing his concession and accused Harris of bankrolling "criminal activity". One woman told WSOC-TV that Dowless "paid her $75 to $100 a week to go around and pick up finished absentee ballots". She indicated she helped 52 of them fill out their ballots. Dowless, moreover, may have been running schemes like this for years, financed partially by contributions from the Bladen County Republican Party. Dowless has a felony criminal record. The second witness on numerous absentee forms Boyd signed was Lisa Britt, who told BuzzFeed she worked for Dowless.

"If they can say with a strong degree of certainty that the outcome of the race was changed or there is a substantial likelihood that it could have been, the law requires that there be a new election, and we would not oppose", said Dallas Woodhouse, the executive director of the North Carolina Republican Party, in an interview with NPR. But of the voters who turned in the absentee ballots, only 19 percent were registered Republicans.

No one answered the door at Boyd's home Thursday.

Representatives of Republican Trey Gowdy, who chairs the House of Representatives Committee on Oversight and Government Reform committee that would convene a hearing into the matter, did not respond to requests for comment. It is illegal to collect or tamper with someone else's ballot.

But the numbers are unusual.

Rep. Robert Pittenger's (R-NC) staff warned state and national Republican officials that his primary loss to Mark Harris may have been tainted by fraud way back in May, according to a new report from the Washington Post, but little was done to look into it.

North Carolina's board of elections is also investigating concerns about ballot collection, as well as unusually high interest in absentee ballots in Bladen and Robeson counties.

There is little chance as many voters who cast ballots on November 6 would vote if new elections are held, Stone said.

The board also got a rash of calls from residents who said that canvassers told them their voter registration had been canceled, Stone said, and he alerted the North Carolina State Board of Elections of the irregularities this summer.

Pelosi said "any member-elect can object to the seating and the swearing-in of another member-elect".
