If the limo involved in a crash that killed 20 people had been in New Jersey, everyone would have been been required to be wearing a seat belt.

But the limo would never arrive at its destination.

The limousine, built from a 2001 Ford Excursion, ran the stop sign, crossed three lanes of traffic and hit a parked SUV before stopping in a wooded ditch. He alluded to some of the close friends and family - among 18 people in the limo all killed - first deciding to take a bus and then getting in the fateful limo.

"This is one of the biggest losses of life that we've seen in a long, long time". "While families will step in and provide loving care for these girls, there will be expenses that we can help with during this time when we otherwise feel so helpless".

Four sisters - Mary Dyson, Abby Jackson, Allison King and Amy Steenburg - all perished in the crash, state Assemblyman Angelo Santabarbara said.

Like the Steenburgs, the McGowans were married in June.

The birthday party on Saturday had been a surprise for Steenburg from her new husband, her aunt Barbara Douglas told The New York Post.

Ms Barbara Douglas, the aunt of the sisters, said the victims were smart, lovely and lived life to the fullest. Police said Sunday that they were not releasing any of the victims' names, pending autopsies and notification of next of kin.

Amy and Axel Steenburg had been married less than three months.

He worked for GlobalFoundries, a semiconductor and manufacturing company.

"Adam and Abby were fantastic parents to these girls and taken much too soon", the GoFundMe page reads.

The Dysons leave behind two young children: Archer, 4, and Elle, 16 months.

Officials urged anyone with information on the lead-up to the crash to come forward, including text messages or social media posts that could she further light on the tragedy.

Mary Dyson died in Saturday's crash along with her husband, Rob. Four women were killed in that accident due to a side impact of the passenger compartment of the stretch limo - the weakest part of the vehicle.

The sisters' brother, Tom King, 35, said the siblings were "very tight" and like "the Four Musketeers".

Numerous victims were from the upstate city of Amsterdam, about 20 miles north of the crash site.

The crash "sounded like an explosion", said Linda Riley, of nearby Schenectady, who was on a shopping trip with her sisters.

"There have been tractor trailers that have come barreling down that hill and it was a miracle they didn't kill somebody", Schoharie Town Supervisor Alan Tavenner told the Albany Times Union. "It's hard and so tragic", Vertucci said. "They were saving for a house and hoping to do everything that everybody hopes to do", he said.

Erin and Shane McGowan on their wedding day in June. Erin's cousin, Patrick Cushing, was also killed.

Family and friends gathered at the crash site to mourn the victims.

"He was an extraordinary employee and a wonderful young man who was loved by all", Flanagan said. "He will be greatly missed by his Senate family".

She told the New York Times: "That limo was coming down that hill probably over 60mph. She was such a spontaneous person, and she did whatever she could to have fun with anyone and everyone around her", Karina Halse said.

"Amanda was loved by all of her coworkers", said Steve Klein, associate executive director of program services at the company.

"She was the sweetest", her coworker Deneen Palmateer told the local news organization. "You felt a certain friendliness from her".

On Sunday, New York's senior U.S. Sen., Chuck Schumer, noted he asked NTSB to toughen standards after the 2015 crash.
