Mental Patients Chained in Back of Sheriff’s Van Drown During Florence

The Horry County Sheriff's deputies reportedly tried to open the back door of the van to release the women, but were unable to because of the rising floodwater.

The deputies who were transporting the two women to a different facility in SC were saved, local law enforcement officials told ABC News late Tuesday.

Two female mental-health patients being transported by the Horry County Sheriff's Office drowned after the vehicle they were in ran off the road near flood waters in Marion County on Tuesday night.

The tragedy happened near the Little Pee Dee River, one of the bodies of water that state officials are watching following the heavy rains of storm Florence.

Floodwaters in North Carolina were still quite high as of September 19.

According to the sheriff's office, the two detainees were being transferred from Waccamaw Mental Health in Myrtle Beach and McLeod Loris Hospital in Loris to McLeod Behavioral Health in Darlington, S.C.

Marion County Coroner Jerry Richardson said the van was still in the water as of 8:45 p.m. on Pee Dee Island Road just off of Highway 76. 'Just like you, we have questions we want answered'.

Hurricane Florence started off as a Category 4 major hurricane but was downgraded to tropical storm right before it hit mainland in North and SC.

President Donald Trump is slated to visit North Carolina on September 19 to see the damage.

"I know it was hard to leave home, and it is even harder to wait and wonder whether you even have a home to go back to", Govenor Roy Cooper said.

Cooper warned locals that the flooding isn't over yet. "Right now, everybody is saying what a great job we are doing with Hurricane Florence - and they are 100% correct", he tweeted.

"If that road is in an area where it is a flood risk, and waters were rising, why were they driving on that road anyway?" he said.

"The two deputies attempted to extricate the persons being transported", a statement from the Horry County sheriff's office noted. The two deputies were rescued, the occupants have not been recovered.

High-water rescue teams arrived and were able to rescue the two deputies from the top of the van, according to the statement.

Thompson said he did not think Green and Newton were in restraints when the van hit the floodwaters.

The van couldn't be removed Tuesday night because of rising waters and risky conditions, according to the release. This incident is being investigated by the State Law Enforcement Division (SLED).
