It added that the soldiers also killed Ahmad Rashad al-Athamna, 24, from Beit Hanoun, in the northern part of the Gaza Strip, after shooting him with a live round in his neck, east of nearby Jabalia.

Speaking at a press conference in the West Bank city of Ramallah, Saeb Erekat said the International Criminal Court (ICC) has launched an initial investigation into Israeli "crimes" against the Palestinians.

As such, the PA has made a decision to turn to the Geneva-based Human Rights Council for assistance.

"It seems that the Israeli occupying forces are not restraining themselves, they're not listening to anyone and they are continuing with this massacre", Mansour told reporters in NY.

As the fourth Friday of popular protests in the besieged Gaza Strip came to a close, Israeli forces had killed four Palestinians, including a 15-year-old who was shot in the head. "Children must be protected from violence, not exposed to it", U.N. Middle East envoy Nickolay Mladenov wrote on Twitter.

The rights experts issued a joint statement on April 17 saying: "Despite Israel's commitment to investigate the events of the past few weeks, security forces continue to use live ammunition and rubber bullets against the protesters, killing and wounding dozens of mostly unarmed protesters, women, men and children alike". As the crowd grew, Israeli soldiers called out warnings in Arabic over loudspeakers to individuals who approached the border fence.

Before Friday, 28 Palestinian protesters had been killed and hundreds wounded by Israeli troops during weekly protests that began in late March. That day will mark the 70th anniversary of Israel's establishment - an event Palestinians refer to as "The Catastrophe".

It takes place at a time of growing frustration over the prospects for an independent Palestinian state.

US President Donald Trump's decision a year ago to recognise disputed Jerusalem as Israel's capital further fuelled Palestinian anger.

She added: "As we once again mourn the loss of lives, the European Union calls on the Israel Defense Forces to refrain from using lethal force against unarmed protestors. Stay away from the fence and do not attempt to harm it", said the leaflets scattered by Israeli aircraft in areas along the border.

Israel has accused Hamas of using the protests as a cover for carrying out attacks.

Militants have thrown explosives, Molotov cocktails and rocks at soldiers, the army said, and on Friday introduced a new tactic of flying flaming kites across the fence as approximately 3000 protesters surged the border.

Mohammed Ayyoub's father, Ibrahim, said Saturday that his son was killed in cold blood.

Early Friday, the Israel Defense Force dropped pamphlets over the Palestinian demonstrators, urging restraint, and defiance of Hamas instructions.

With Security Council action blocked, the Palestinians are turning to the Geneva-based Human Rights Council where there are no vetoes. The council has in the past agreed to Palestine's requests, Mansour noted, when it approved three fact-finding missions.

Gaza's Health Ministry says a Palestinian youth participating in protests on Gaza's border with Israel has been shot in the head and is in critical condition.
