It added that the soldiers also killed Ahmad Rashad al-Athamna, 24, from Beit Hanoun, in the northern part of the Gaza Strip, after shooting him with a live round in his neck, east of nearby Jabalia.

Before Friday, 28 Palestinian protesters had been killed and hundreds wounded by Israeli troops during weekly protests that began in late March. That day will mark the 70th anniversary of Israel's establishment - an event Palestinians refer to as "The Catastrophe".

It takes place at a time of growing frustration over the prospects for an independent Palestinian state.

Early Friday, the Israel Defense Force dropped pamphlets over the Palestinian demonstrators, urging restraint, and defiance of Hamas instructions.

With Security Council action blocked, the Palestinians are turning to the Geneva-based Human Rights Council where there are no vetoes. The council has in the past agreed to Palestine's requests, Mansour noted, when it approved three fact-finding missions.

Gaza's Health Ministry says a Palestinian youth participating in protests on Gaza's border with Israel has been shot in the head and is in critical condition.
