Egypt has been fighting an Islamist insurgency in the northern part of the Sinai Peninsula since Sisi ousted Mohamed Mursi of the Muslim Brotherhood in 2013, after popular protests against Mursi's rule. It was extended in July and again in October then January.

According to the resolution, the Egyptian armed forces and police shall take all necessary measures "to confront the threats and funding of terrorism and maintain security throughout the country". According the Egyptian constitution, a state of emergency can not exceed six months from its date of declaration and decrees imposing or extending it should be approved by the parliament.
